Why doesn't Biden concede?

The election was more than two weeks ago and yet he is referring to himself as president-elect before the vote has been certified, never mind that he lost. Well I have heard tell that he and his team are in talks with Team Trump where Biden will become vice-president and Trump remain president. The idea is to delay the certification past the deadline so that the House and Senate choose the president and vice-president, respectively. The House will choose Trump, the Senate Biden. They are supposed to sell it as a unity compromise. Trump will agree to drop his challenge of the legitimacy of the vote, Biden will settle for vice-president, again, and he and the DNC will receive a sort of secret immunity from prosecution for rigging the election. The Georgia Senate election will be split giving a narrow Republican majority.
Apparently Trump sees this outcome as the lesser of two evils. He would prefer to enter his second duly won term with Pence at his side but doesn't want to destroy the American people's faith in democracy with too strong of accusations of electoral fraud. Unfortunately Biden's continuing refusal to concede is forcing Trump to ramp up his charges to strengthen his bargaining position. Biden and the DNC are trying to force cabinet concessions from Trump, floating trial balloons for various candidates. Trump is even making room for some Biden picks but the Democrats believe they are in a stronger position than they probably actually are. The next couple months will surely be interesting. -
