Paper americans are those who do not value their citizenship. People without a shred of patriotism or pride in their nation. People who want to tear down and replace our system of government. People who hold citizenship on paper but in their hearts they aren't american at all.

Or AOC, or Rocket or antifa, or BLM, and a large chunk of the democratic party. Perhaps Trump IS wrong to concentrate on the Wall. A lot of thos people risking everything to cross the border are a hell of a lot more American than some of the sorry ass muthafuckers who were born here. Perhaps he ught to be looking at ways to strip citizenship from the treasonous bastards already among us.

Upon closer examination of the 14th Amendment, it may be near impossible to strip such people of citizenship.
HOWEVER..
It may be possible to strip some of their right to vote. Another part of that same 14th amendments states
But when the right to vote at any election for the choice of electors for President and Vice President of the United States, Representatives in Congress, the Executive and Judicial officers of a State, or the members of the Legislature thereof, is denied to any of the male inhabitants of such State, being twenty-one years of age, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such State.

Was was CHAZ/CHOP if not rebellion? They set up their own little fiefdom, independent of american law. We may not be able to give em the boot but they damn sure disenfranchised themselves and we can constitutionaly enforce it.

It prevents the degeneracy of government and nourishes a general attention to the public affairs.
I hold it that a little rebellion now and then is a good thing, and as necessary in the political world as storms in the physical.
