No, he was weak and indecisive. He mishandled the crisis when Iran took the American embassy staff hostage. He let it drag on for a year when he should have first made bombing raids of major cities and if that didn't work, invade and seize the capital. It was the American foreign policy blunder of the century. And Carter's blunder helped lay the foundation for the fundamentalist Muslim terrorism which plagues the world today.
