          I've known this fool since the Soapbox on IMDb, so for several years. Yeah, he's a troll. But he's also an animal rights lunatic and if you know anything about PETA there are people who really think like him. He's troll meets Animal Liberation Front and they become one and the same.

                She lived about a block away so I don't know. Whenever I saw her she was chained in an unfenced yard. The chain wasn't secure enough to keep her from breaking out way too often.

                    Actually, she was chained with other dogs. The pound wanted $300 to bail her out after all the complaints. The owners didn't pay it. There wasn't a problem with their remaining dogs.

                      I'm glad there wasn't a problem.
                      Sometimes animals rebel from being confined. The story of Tyke really affected me and I don't hold her to blame. It's the ones who abused her who are to blame

                            No, just sanctuaries, as I mentioned, that would have veterinarians on site that would deal with mentally ill animals.

                            It shouldn't be just localized funding. State and even fed! same as prisons and (human) mental facilities.

                            So let's not tax-fund animal sanctuaries because there's lack of human funding? Sounds more like you just illustrated problems with mentally ill funding more than anything to say about what we should do with animals.
                            Like I said, donations and fees can be its first resource. People can (and will) even donate large bags of food and toys. Tax-funding is there are a reserve, if and when needed, and to have it officially recognized by the state. Donations cannot support a large field of animals, who need food and medical care. If it did, great, but it still needs the backup.
                            The last thing you want to happen is to run out of money when you have 500 dogs to care for. You can't risk that.

                                They could charge a monthly fee.
                                Charging for a monthly fee with no tax-funding is risky, because then it puts its status as nonprofit as risk - and it puts the donations at risk. Nonprofits primarily cannot charge fees.
                                But I don't think this should be a "noprofit." And it cannot be a nonprofit is it a legitimate "punishment" used by our legal system where dogs are genuinely sent. In order for that to happen, it has to be recognized by the state.
                                Something as big as this needs a stable, secure, and guaranteed financing… like a prison. Lol, if prisons were funded only by donations, then it's possible the inmates would run out of food one day. That's cruel and inhumane punishment. When dealing with facilities with living beings that require food and medical care, tax-fundings are vital.
                                They can still receive donations, and charge dog caretakers a fee for their dog being sent there, but tap into tax-fundings when and if necessary, such as if a dog has cancer and requires serious medical care. Donations run out. Tax-fundings do not. It's too serious to not have a reserve.
