The cop had no reason to shoot the dog anyway.
The dog was running toward him like he wanted to play. He ran to the cop the same way a dog would if you called him. His tail was wagging. If anything, All the cop had to do was get down on his knees, and say "who's a good boyyyyy" and the dog usually comes up to you friendly. There were no signs of aggression here. He had NO reason to do this.
Karma for you! Too bad a woman had to pay for his karma.
