All he is saying is when the other side goes low, as in they lie, cheat, commit treason, you know, what it is they generally do, the Democrats shouldn't respond with flowers and appealing to the better angels in human nature. It's proven not to work. So you have to kick them. Square in the nuts, if you can find them.

Democrats
which indulge in low and dirty tactics.
In the last election the Democrats commissioned a phony Russian Dossier on Trump to be written. Then they used it to obtain a FISA Warrant so that they could spy on the Trump campaign. As I recall, Nixon was run out of the White House for that. Would you call that low?
Maxine Waters has repeatedly called for her supporters to confront and harass members of the Trump administration. Would you say that is low?
And Crooked Hillary said there could be no civility until the Democrats retake power.
Would you consider that low?
Antifa just vandalized the Republican HQ in NYC. This extension of the Democrat Party routinely engages in rioting, burning, bullying, and harassing people. Would you say that is low?
And Democratic Staff members in Tenn called Tenn voters "ignorant". Is that low?
And the Democrat Nominee in Arizona called Arizona "the meth lab of democracy". She also called the Arizona voters "ignorant". Is this low?
And Kanye West supported Trump in a meeting in the White House, and the Democrats showered him with hate. They called him crazy and a "Token Negro". And they even insulted his Mother. Would you call that low?
BTW, I LOVE the fact that the Democrats are fighting dirty.
The farther Left they go, the more elections they will lose.

Well, there was Trump for the lies. For the cheating, there was also Trump. And for the treason, well I'll be damned, Trump again. Amazing. A hat trick of awfulness.
What you are seeing in the political climate today is a degradation of civility that has been occurring for decades, but was taken to whole new levels by the right during the Obama administration. Put another way, in the words of the great Reverend Jeremiah Wright, the chicken's have come home to roost. Look how the right treated Obama, one of the greatest men who ever lived. This man has never done any wrong, and the Republicans called him him every name in the books. They said he wasn't even an American, because of his skin color. They said he hated his country. They suggest he was a terrorist. They yelled at him as he tried to do his elected duty and deliver the state of the union. And don't act like it was because Obama deserved it. I can prove it was all politics, or worse, racism. Just look at how they worship Trump, someone objectively a worse person than Obama, and one of the worst people who ever lived. I'm not evaluating him on his politics, I'm just measuring him on his value as a human being. He is scum.
In short, Republican's started it. So there. -

The Right NEVER attacked Obama, the person. That is another LIE! We attacked his POLICIES! And one of "the greatest men who ever lived"?? Are you high? And we never accused him of being a terrorist. That's another LIE! He seems like a nice guy, but
