The authorities must have blocked off the area around the bear. Cause if they didnt, some idiots would have gone by and tried teasing it with a stick or something.

The study’s forward notes that grizzlies could be transplanted from anywhere in the northern Rockies region. British Columbia, Canada is named as one possible source for grizzlies.
Sounds they don't really care, long as they get some grizzly bears.
