It means criticism of the administration may result in a temporary ban. Since this board is not run by professionals (meaning no offense), it is likely that the mods and admins will use this as precedence for retaliating against users over personal disagreements. Will result in more biased and draconian moderation.
Not knowing why Nimda may want to have hungry banned, i see this as an act intended to reduce hungry's ego. This may be a power Trip for Nimda, or for Gameboy, as the latter is still recovering from the massive blunder of appointing Steve Lake as mod.
Another possibility is this is Nimda compromising with Gameboy. Gameboy wants to offer iTTY the Axe Murder a mod position, however that move would be exceedingly unpopular and will result in users leaving. Wanting to keep Gameboy on, but not wanting to have an unatable felon be a mod, nimda agreed to grant Gameboy a chance to cum on his dear mother's fat ass while Bongoman47 ****s her whore mouth, and iTTY pounds her slutty and wet little pussy 17 times before ejaculating vanilla frosting into her moist muff. Ban hungry, a political rival, in exchange for refusing to grant iTTY modship.

A mod told me he's not responsible to an Admin. I choose mods and keep them in position. I can remove any mod I want. If he uses a sock mouthpiece to speak for him, then that sock will bear the brunt. Much ado about nothing.

You can manage people through a combination of respect and fear. Banning a user over trite personal disputes as you've done with hungry has caused the users here to lose some respect for you. Furthermore, Gameboy, you are now down a moderator and have potentially added an opponent of the site in banning hungry arbitrarily.
Have you achieved fear? If so, who was your target you were hoping to make fear you? Your own mods, or the users?
The mods have things to lose. Power. Users, though, while the prospect of being banned is undesirable, it may well become fashionable in light of the reduction in freedom of speech on this site, and is now less undesirable than it was 24 hours ago.
