Bet $75 on 1-18 low, bet $50 on 25-36 dozen, and bet $10 on 0/00 split.
Total wager is $135.
You have 30 ways to make $15, two ways to make $45, and six ways to lose all the wager. Only 19-24 causes you to lose.

Eh, I dunno if I would actually try this. Betting $135 to profit $15 is pretty risky.
I was thinking out loud with this topic. I'm trying to expand my gaming repertoire at ze casino.

The only way to win at roulette is by having a biased wheel. Also, you must know the bias details and the bias must overcome the 1/19 house percentage. Good luck figuring out the bias before the house does!

Another strategy:
$210 wager.
$140 on high numbers (19-36), $50 on six numbers 13-18, $10 on zero, and $10 on double zero. Only 1-12 loses.
There are 18 ways to profit $70, six ways to profit $90, two ways to profit $150, and 12 ways to lose the wager.
