The conspiracy theory is that the American government knew the attack on Pearl Harbor was going to happen but let it occur anyway, to drum up support from the average American to enter WW2.

It is odd the Japanese managed to attack Hawaii, isn't it? Wouldn't the Air Force and Navy have seen 'em coming and been like "WTF?"
