Sapphire doesn't seem phased at all actually.
Emmy is larger and can fly better than Sapphire.
Looks promising.
Please, let them in peace now and give the both a chance to get acquainted to each other.
If possible, position the cage a little higher.
It scares them if somebody approach them from above.
Forecast:
Sapphire will follow Emmy (not vice versa). 🦜

My therapist says that I don't have to spend all my money right now buying pet toys. I can accommodate little by little.
Also, the budgies are improving my mood, she says.
And you were right. SAPPHIRE followed Emmy to that swing in the photo. -
