          It is the compact nature of the fuel rods that cause the fission reaction that generates heat. If they wanted to disable the fission potential, I suppose they could just grind the rods up and put it into a stable solution, a sort of concrete, that would keep the fissile material far enough away to avoid a chain reaction.
