The Detroit Lions. They went 0-11 back in 1942, and then they finished in with an 0-16 record back in 2008, making them the first NFL franchise to finish a regular season with zero wins ever since they expanded the number of games they play within a full football season to sixteen.
The Cleveland Browns became the second NFL franchise to go 0-16.

The NFL has been around since 1920. The Chicago Bears, the Green Bay Packers, the Chicago Cardinals, the New York Giants, the Boston Braves, the Portsmouth Spartans, the Staten Island Stapletons and the Brooklyn Dodgers were the original eight NFL teams.
