I imagine there's evidence of the games existence in ancient civilizations from all over the world in art, and possibly written record, and that it's origins are ambiguous at most. Indigenous peoples in the Americas used a game similar to football as a replacement for war.
It's unlikely a sport that simple could be concentrated to one place, and only the most modern version was an English creation.
Correct me if I'm wrong.

I remember back in the 90s, asking a Russian friend of mine, what he thought about American football. With his thick Russian accent he says "American football, hike ball, all fall down."
