Good luck to this guy because he is asking about a foreign film.
There was a James Bond movie where this happened only it was the chick on the beach they killed and not him and then they knocked out Bond.
Maybe thinking of that?

In atmosphere and feel it was very different from Get Carter (and any Bond movie). It was more like an independent movie. Kind of French/European.

No all actors were European. I think it was a French film.
