"Annie Hall" is great, but I think "Manhattan" is better.
Then there's his earlier comedies as well, like "Bananas".

Best is all subjective and can't EVER be an absolute.
I like several Allen films and can list my "favorites":
ANNIE HALL
INTERIORS
THE PURPLE ROSE OF CAIRO
RADIO DAYS
CRIMES AND MISDEMEANORS
I never got the MANHATTAN thing about it being his masterpiece. I don't even find it that amusing or enjoyable to watch.

BJ I find a very compelling watch. One of his better later films.
I get the impression Allen really didn't like his Jasmine character at all and he makes her pay.

and
The Purple Rose of Cairo
, but I'm not really an Allen fan, except for the one he did not make but acted in,
The Front
, one of the better films about the Hollywood blacklist.
