There's a high probability that ICE agents will be targeted at some point, but there's a next to 0% chance it will lead to any escalation in violence. It would be condemned by nearly all major leaders on both sides and even among most protestors themselves, who do not want violence.

An ICE agent being gunned down would (hopefully) trigger right wing groups or lone wolves into action.
This is how it starts and expands. Radicals from both sides getting involved. Elected officials will be irrelevant then
America needs this cleansing of radicals

They wear body armor, so I suppose that might necessitate that one made a head shot.
However, I remember body armor being discussed on a gun site that I used to frequent, and someone had posted that most center fire rifle cartridges should penetrate.
