why number the drawers?

if each number stands for its corresponding letter of the alphabet, why not just put the letter on the drawer in the first place?

Just watching it again, and that does seem crazy. And what's more, there's:
A) More than 26 drawers, and
B) At least 22 drawers between M/13 and T/20.
What kind of organization is this?!
Of course, given that each drawer is only large enough to hold the records of maybe one generation of residents of Athens, I doubt the Bureau of Records was properly funded in the first place, and the office was left to the director's own, crazy structure. After all, he was complaining of having no assistants when Sydney Greenstreet walked out. Did Greece have financial problems even back then?
