He's a lonely old fart… and starved for attention irl because nobody can stand being around him… an unpleasant combination that produces his behavior we see here.
I don't know why WE have to be victimized for his insanity, but here we are.
He's been this way for as long as I've known him. A few people seem to enjoy his antics, so when he comes back after being gone for a coupla months, he perceives that he's getting a hero's welcome.
