Why does a book like this exist?

In short, there is a system known as capitalism, where private industry exists as a means of turning a profit. An author and illustrator apparently believed that this book would be a moneymaker and a publishing company seemed to agree.
Given your interest in books, you might consider reading Adam Smith, Friedrich Hayek or Milton Friedman to discover more about this economic system.

I did some digging to see if the "left" could be blamed for this. The book in question is published by an entity called Little Bee Books, which is distributed by Simon & Schuster. Simon & Schuster, in turn, is owned by Kohlberg Kravis Roberts & Co. The company's founder and current CEO is Henry Kravis:
Kravis was a supporter and fundraiser for President George W. Bush and John McCain. He was also a major contributor to the 1992 re-election campaign of President George H. W. Bush. In 1997, Henry Kravis joined with Lewis M. Eisenberg to establish the Republican Leadership Council. In 2017, he also contributed $1 million to President Donald Trump's presidential inauguration.

The CEO of Kohlberg Kravis Roberts & Co. is not overseeing the publishing/distribution of books at Simon & Shuster. That is being handled by someone well below Henry Kravis, and they are no doubt someone on the far left. No one else is depraved enough to approve of a children's book with that kind of imagery.
