the hard part isn't committing the crime, it's getting away with it.
regular people don't have the infrastructure to do something like that.

I imagine it's easier to get away with it in France than in other countries. French people are ****ing weird even for European standards. Paedophilia and incest is something that is normalised and romanticized in their society. Take Roman Polanski for example. They still regularly invite him to Cannes film festival and act like he did not rape a 13 year old girl.

if a group with a lot of resources was constantly in the spotlight, they would attract unwanted attention. i would think that it would be best to use others who want that sort of lifestyle if a group wanted to maintain their longevity.
in which case, you'd be smart to indoctrinate people to seek out those maladaptive lifestyles so the talent pool could be as large as possible.
