There's just an oversized and unclickable play-button - if I scroll down I see the poster for the movie, but nothing is clickable. It is probably on my end because when I tried on a friend's computer, it worked fine. "Oh, they fixed it," I thought. Then I'm trying on my own laptop, and no joy. Same browser and all.
Same deal across Edge, Chrome and Firefox. Deactivating security measures didn't help.
I've now tried with my Xbox as well, and it's the same thing - so it's not my laptop, but something to do with the internet, I don't know.

Is this happening on every page or a particular one? It sounds like a script is being blocked. That the issue persists even with security measures deactivated suggests against that but your ISP might be blocking a domain. Can you access https://ok.ru/video?

Every one on Filmboards, indeed. As for the link, the site itself loads fine, but when I click on a video, the player part of the page is simply all black.
