Because the USDA says about 90% of food stamps recipients are US citizens. And obviously that can be skewed, so can biased news organizations, so we don't know really what to trust, but we can be rational and realistic and understand that stating of the 40mil people on food stamps that 54% is an obviously insane number that doesn't make sense.

In 2023, about 89.4% of SNAP recipients were U.S.-born citizens.
Of the remaining ~10.6% who were foreign-born:
~6.2% were naturalised citizens.
~1.1% were refugees.
~3.3% were “other non-citizens, including lawful permanent residents (green-card holders) and other eligible non-citizens.”
Because of eligibility rules (for example, many green card holders must wait 5 years after admission or meet specific criteria before being eligible for SNAP) the number of green-card-holders on SNAP is likely smaller. -
