She shouldn't have any pets living in that space. Unless she knew that was definitely temporary for, let's say, six months only, and she had arrangements to go to a large place where having a dog (or any animal) was logical and sustainable, then I totally agree. That is akin to animal abuse.
She did state she drops the dog off at doggy daycare while she's at work, so that's helpful. But anyone having dogs who lives in the city is just a very selfish person. It's so unfair to the animals.
