Most of the federal COVID-19 guidelines were authored and coordinated by the Centers for Disease Control and Prevention (CDC) and the White House Coronavirus Task Force.
Dr. Anthony Fauci (Director of the National Institute of Allergy and Infectious Diseases, NIAID) and Dr. Deborah Birx (White House Coronavirus Response Coordinator) were two of the most prominent figures shaping these guidelines. They worked closely with other federal health agencies like the CDC, led by Dr. Robert Redfield at the time, to provide scientific recommendations on social distancing, mask-wearing, and testing protocols.
The task force also included officials from the Department of Health and Human Services (HHS), such as Secretary Alex Azar, and other experts who consulted on the pandemic response. The guidelines were often updated as more was learned about the virus. However, the ultimate decisions on implementation of these guidelines were left to state and local governments.

In fairness, Trump had the power, he put Fauci in charge and went along with his recommendations. Trump was toast either way because Democrats are dishonest. He did everything Fauci and Democrats said to do and Democrats claim he botched the response. He could have ignored Fauci, which he should have done, and they still would have blamed him.
