What happened over a week before had no bearing on what went down when he was killed

He was being antagonistic and violent for days, so for all they knew he was planning to do a mass shooting with both his gun and magazine clip. He showed them his violent attitude. They figured better safe than sorry.
I can understand conceal carrying, but why have magazine clip too?
