I'd never heard of them until just now. Do they have any cooling capability beyond just blowing air – like do they have cooling chemicals in them the fan blows across?

The air they blow out is cool no matter how hot it is if that counts for anything
I'm sure they will create some with icepacks in or whatever eventually
They're also bladeless which is good for long hair. -

That's awesome. In super hot weather, athletes (tennis players especially) drape ice cold wet towels across/around their necks during breaks because it cools their core temp. So much blood is pumped thru the veins and arteries there.

i'm surprised millard hasnt been all over this like a dog on a treat.
if you exclude the essential stuff like a "school run", if you're a hot/sweaty person then why not just stay inside and not deal with the ridicule and embarassment of wearing a "neck fan" in public?
