Well depending on where you get your data
Washington D.C.
is meant to be the safest place in the United States (But that's because it doesn't adhere to Federal laws and so the figures are vastly skewed and it's actually so dangerous that there are poles with emergency buttons to press on them, with voice boxes to the P.D., every 100 metres or so and they've been there for over 30 years!).
Beyond that there's got to be
Singapore
and
Hong Kong
, Mainland China is as safe as houses but they'll not included that because they'd get all top ten then. So in lieu of that
Seoul
should finish off that side of the world, wait, Japan. Erm…One of the Southern three so Kyoto, Kobe or Osaka?
I'll go for
Osaka
because it is bigger and doesn't start with a K but all very safe places (And almost the one place).
Technically Indonesia (Outside of tourist areas) is very safe but folks in the West don't want to here about that outside of Bali (Hector had a good time there I hear). Kota Kinabalu and Kula Lumpur are great cities also but Malaysia isn't on the cards for the West, for some reason, either.

Right Canada, oh Canada! An absolute hole this past decade but they always make these lists so which one will it be today? Junkies rules out Vancouver, Toronto is good but has a different type of drug problem and so we'll probably have to go for a Frenchie town.

So safe but also fun (Because nobody wants to go to Luxemburg, Brussels or Belgium).
Well there's plenty of lovely cities which are safe enough everywhere (Capitals in big playing countries excluded due to massive immigrant flux) and so maybe taking getting in-and-out and not being run over while you are there into account; Lisbon, Amsterdam, Prague, Edinburgh or Vienna.
I'm not sure if any of them are correct but they are all equally safe and good tourist spots. So I can't go for a tenth with any certainty
But my favourite out of those would be Prague

I see there's a second hint now with the Middle East in it and nobody has got the US town so…I'm guessing Tel Aviv will be out for the moment, so something a bit more sound. I mean Tehran would be spot on but nobody wants to go there just now. World Cup was just in Doha and so
