Now if the people at the home can hit upon the right combination of drugs for her, THAT would definitely be for the best.

Are you joking? She's in a nursing home. I'm not sure you realize what that actually means. There aren't doctors there messing around with drug combinations and writing prescriptions for the residents, trying to figure out what's wrong with and "help" them.

Maybe there aren't any drugs that can help with her mental state, but the people there can at least keep her out of trouble.
In addition to her mental state, she is a diabetic. As you say, they can see that she's on a healthy diet and I'm sure that they monitor her blood sugar levels.

They can dispense her meds which are already prescribed by her doctor and help do her blood sugar checks, but they cannot force her to properly take her meds if she refuses. If her blood sugar is too high they can send her to the ER. That's the full extent of medical care they can provide her. It's a residential living facility, not a medical facility.
A psychiatric care facility would be more ideal for someone in her situation. It makes little sense she is staying at a place like this.
