The nazis tried it. Also, it doesn’t work. Imperial powers have tried to crush indigenous liberation movements for centuries by murdering them,it just strengthens their resolve and breeds more brave young men (and women) willing to take up the cause.

Not really. For those guys and the Assyrians it was common. Most kingdoms just wanted loot, bigger borders, or tribute payments. Mass slaughter of an entire city or country was usually pretty rare.
