They do it here as well. Because I live in the city centre I sometimes have groups of them sitting outside on the steps opposite and they beg for money and cigarettes off the tourists. One woman kept showing up at about 9am every day, dressed quite nicely, she would put out a pot or something for people to put money in and then would sit back and read her book. Like she would literally get up in the morning, shower, get dressed like she was going to work but would sit and call out for money from passersby while she relaxed in the sun with her book
