Can the law get involved in debts between friends?

Say if a guy borrowed £100 from a friend with the promise of paying back in 2 weeks, but then simply decided to tell the friend to go eat **** for his money, this would make him a terrible friend sure but can the the guy who did not get paid get legal about it?
Nothing was singed, there are no bills of sale involved, it was just an agreement between 2 friends.

Here in the US we have something called
small claims court
, specifically for dealing with issues of this nature. I’d imagine that you have the equivalent in the UK.
Were there any witnesses to this transaction? If there were, you might have some luck. Otherwise, you my friend, are £100 lighter
