RAM prices jumping up and what this will need to run on even its easiest, soft settings
I'm thinking it will be more likely 2030 for release, two years before the end of the world

That only applies to PC players, wont affect the games development on console.

I'm not going to go all PC Masterrace on you, I dropped that **** back when the Speccy was better than the Commodore 64
The game will probably release on console first anyways, it did the last two times (IV and V).
Azad don't exist anymore and I'm not buying a system to play it on, but now there are livestreams and **** and so I'll enjoy the story and the buzz from the edges until it drops on Steam

Even if they could get the game out on both platforms at the same time they wouldnt, they want those who own both consle and PC to double dip.

That's just good business sense and I'm all for it.
Gets the kinks out too with paying play-testers finding what didn't float at QA
But the mod scene is where it will be (Whether that's up-front legit or backdoor scallywagging)
If it doesn't release on Steam, I know where I'll be going to get it
