You are correct that his refugee application stated he was a christian. but that means nothing if the declaration was false to avoid strict scrutiny of his story if "muslim" had been entered. for all we know, he is a syrian intel agent tasked with infiltrating refugee groups.
second, why do you say mental health is an issue in play? the guy could be a terrorist or just plain evil. giving him more money or a bigger flat just because he has a "mental health" condition is laughable.
Also, the West needs to stop bombing Middle Eastern countries, then things like this won't happen.
