For one thing, you have to be able to take criticism and critiques and learn from them, and not lash out and cuss out people who say something you don't want to hear or don't like.
Also, you have to have a natural skill that can be honed and developed. You cannot just do it by singing and singing.
In addition, the best thing for you would be to meet in person with a vocal coach and have someone objectively talk to you about your voice and just how realistic your goals are. You'd need to have in-person back and forth so they can give you feedback. The feedback needs to be taken with grace. Telling people they're mean or to **** off simply because they're pointing things out you do not like is not professional or the earmarks of someone wanting to be.
Working with vocal coaches may help you train your voice, but you will always sing like Miley, and not like anyone else. The skill it takes to replicate or impersonate an extremely famous and talented singer would come after being able to master your own voice, and even then, it's unbelievably rare to be able to do so. Focus on your own singing and singing the best Miley can sing. You cannot do it alone.
