Why don't you ask "When is someone not considered Japanese/Asian" for instance? Why make it everything revolved around "White" as the yardstick to measure others by.
Example: Tiger woods is 50/50 (so I heard) Asian/Black.
Why don't you ask when is he considered not Black? Or not Asian?

Japanese people are very particular about their own people. They don't like foreigner (yes, that means Whites too!)
Would Asians consider Tiger Woods Asian? No? Why not?
How about Blacks?
See? Many people peg a certain group (Whites) as racists or supremacists (which seems to be what your question triggers in response, whether that is what you meant or not) but if you ask the same question of other groups, you will see that same dilemma stands.
Was Olivia De Havilland Japanese? No? Why not? She was born in Japan!
Was Jayne Meadows Chinese? Why not? She spoke fluent Chinese as she was raised there!

As a kid, I thought all other races but black were kinds of white people.
Now I think race is mostly a social construct. Of course some genetic variation, but you get similar differences between different kinds of whites.

there are combined 3.7 billion chinese and Indians who abjectly repudiate this nonsense. I doubt the Chinese communist party makes geo-political decisions which seek to promote China's power based on an underlying belief that its people are no different than europeans -

See how idiotic that statement was? Same for yours.
There are difference breeds of cows. Mainly black & whites (which produce inferior milk) and brown cows (the superior milk for humans!)
There are thousands of varieties of insects. Are you gonna tell me that a spider is the same a beetle or a cricket?
Do not confuse "species" with race.
Do not confuse race with ethnicity.
Do not confuse ethnicity with nationality.
LABELS MATTER!!!
We are all one species: the human species. (Human is NOT a race, it's a species!!)

Wrong! Italians are Whites.
You are confusing Italians with immigrants to Italy.
Whether they moved there 1000 years ago, and they had kids there, their kids are still NOT Italians:
You cannot alter your DNA.
They are merely Italians by NATIONALITY…which is a piece of paper, an ID card, a passport. Nothing more.
