Inconsistensies in Kirill's character?

Kirill was portrayed as a deranged madman in the scene where he forces Nikolai to have sex with the girl and when he orders the man in the barber shop assassinated. However at the same time he wasn't able to rape Tatiana and also couldn't throw the baby into the river at the end. THroughout the movie he was drunk so that wasn't really a factor. Anyone else found this very inconsistant about his character?

Not at all. He isn't deranged. He's disturbed, sure, but mainly he's a drunk and a homosexual in a society where either one could get him killed, and certainly could get him disregarded as a power candidate. That would be enough to make anybody nervous.
K isn't at all unreal. Maybe you just don't know enough about people on the edge? -

I agree. Disgusting as most of his behavior was, there was also humanity in him. Or perhaps it was vulnerability, or maybe both - and a great deal of confusion. So much so that he was in love with Nikolai but would/could not act upon it, so he had Nikolai have sex with the Ukrainian woman so Nikolai would prove he's not "gay" - that was a projection and as close as Kirill would get to Nikolai in terms of sex.
I like the ambiguities and the different sides to all the characters, Kirill and Nikolai's being the richest. Anna was understated, had her moments, and there was real chemistry between Anna and Nikolai, but the Kirill/Nikolai dynamic was much more interesting. -

Previous posters have done a good job of answering this question, but I'd like to throw in my "two cents". Kirill wasn't inconsistent, he was complex. He was plagued by insecurity, and his lashing out was an overcompensation for his own perceived shortcomings. Ultimately, he was not a tough guy and not cut out for the career his father had chosen, though he certainly tried to prove otherwise with his occasional bouts of cruelty. However, at heart, he was not a sadist.

He was an adult whose father slapped and kicked him in front of Nikolai. On the other hand, he was really sweet to his nieces. He wreaked whatever power he had over subordinates.
I wonder what happened to Kirill's mother?

If you watch closely, whenever he interacts with children, he was always patient with them even when he had pressing business. For example:
When he got that important phone call, he still answered the kid's question about the plushie instead of just brushing him aside.
His interaction with his niece, he was extremely gentle and answered her every question.
As much as I dislike him, I realized that he was actually good at heart but his position, or just the knowledge of what his father did drove him to drink. eg. he was drinking heavily when he told Nikolai that his father exchanged a young girl for a shipment of wine. I don't think he was actually callous, but when you know stuff like this and have no way to stop it, what else can you do?

Beautifully stated!
One of the several reasons why Nikolai targeted him while undercover:- He's vulnerable to a person "father figure" (due to being emasculated all the time by his own father)
- He's appealable/reasonable to a point (being unable to murder the baby, handing her over even if it meant sending his father to jail, taking Nikolai back despite having being set up by his father, etc).
- He's decent enough for Nikolai to allow himself to get close to him and let him slide (for now).

I don't think it was inconsistent.
He was volatile and did horrible things but had some humanity and decency in him, unlike his father.
The main reason he made Nikolai get with the girl was probably because of his attraction to Nikolai.
