A lot of parents were put off by the darker tone and gross things in BR, which why WB hired Joel Schumacher and ordered him to make BF more kid friendly

Batman Returns has much better reviews. I'm aware Batman Returns made more.
Batman Returns was considered dark at that time and I think parents stayed away. The Schumacher movies were the Adam West movies of that era. Kitchy, goofy, and more kid-friendly.
