That happened sometimes in some places. It's well documented and appears as incidental in films made shortly after the war.
But it is interesting these days that so many programs and films will have some question followed by, "Thank you for your service". I don't know when that became a thing but I'd guess it stems from the Reagan era.

I don't really understand the question. But it is interesting how the Rambo films have changed over time. The first film is great, the rest are mostly Rambo saves the world schlock. Entertaining but very silly. Though I must admit I've not seen the 5th film - didn't realise there was one.

congress funded the war/ police-action so lack of adequate funds wasnt the answer.
and President makes all decisions regarding military tactics and strategy.
blame falls on the pentagon and its chosen plans for the war
