I'm seeing mixed reviews both saying there's no story and too much action; and also the reverse .

I've watched 25 mins and I think it's really bad to be honest. Hardy's dialogue is janky almost to the point of satire.
It's a far cry from this, which is in my opinion Hardy at his absolute best:
