The one who does the cheating never thinks it is.
There are different levels of cheating where one may not be so bad as another but I think what makes it cheating is if it is something that you don't want your SO to find out about.
If you are open and OK with her knowing that you cyber sex chat with that chick way over in Hong Kong then it isn't cheating.
Overall I think the one who decides if it is cheating is the victim.
If they feel wronged then there is a reason for it which is not their fault at all.

No. It’s still cheating. And one or the other invariably gets hurt despite their noises to the contrary.
