Yes, closing borders and limiting travel is the main way we stopped it in my area too. Also those who breach covid isolation rules get jailed! It's extreme but as a deterrent it is working.

Lol, there's been a surge of stuff coming in on fishing boats and via the mail.
We recently had 5 "key" workers get a special exemption to travel here to do some work. The condition being that they travel in masks, go directly to the allocated hotel where food and drink is available and only travel between the hotel and the job.
The rules have been in place for months and all of that information is on the paperwork for travelling and so on. Since we haven't had a community case for over 100 days, we don't have social distancing or mask wearing.
Despite their supervisor warning them not to they went straight to the supermarket for booze, still in their masks so they stood out like a sore thumb! The cashier phoned the police and they got jailed for 14 days. The families were outraged and went to the press whingeing.
One of them has now tested positive for the virus.

That’s how the spread starts all over again.
Our latest cluster was caused by a couple of young women that snuck across 2 states, from Queensland to Victoria and back (Victoria being the state with the most COVID cases) and weren’t busted until one of the girls got sick and tested positive.
