It's Inque. She was the future's Clayface only more evil.

Blight definitely should have been used more. He was meant to be to Terry what the Joker was to Bruce.
Inque was great because she was such a hard villain to beat.
I enjoyed the episodes with the flashback villains, Mr. Freeze and Ras Al Gulh.
Spellbinder was a great villain with a lot of potential.

I'd say Inque. She had an interesting backstory. I also liked her powers. She had this deadly "boy toy" thing with Mc Guinnes. A macabre MILF.

Definitely Mr Freeze in Meltdown though I also liked Mad Stan.

They should had used Blight more.
Inque was definitely the femme fatale of the show.

If I was doing one shot villians, I would say Superman.
But I believe the villian needs to be present more, so Powers it is.
