The original review you posted is being sarcastic.
He's saying he's glad Phoenix is doing films that Joker and not arthouse trash like "Her." Her is a good movie. He's suggesting that Joker is not an art piece and there's nothing deep or special about it.
He's implying it's like Dawn of Justice, which he considers good. He hasn't seen the movie.
And those who were seen dancing were thought to be insane

Hey, my cheeky friend, this looks interesting.
I love the dance that he does, and I do like that this is a new take, giving humanity to someone who has been nothing but villainized since the beginning.
I'm still admitting that I'm going to have to work hard to put aside my acceptance of Ledger's performance. I can see how extremely different this take is going to be, so I wonder how I'll view it.

I know you love Heath's performance Lilith and so it will be hard to not compare it but since this Joker will be the central character of this piece if might give you a different approach as to why he is the way he is.
Ledger was awesome but it was still a Batman movie.
