What did Julian mean about another husked meta?

At the end of episode, he said there was another husked meta out there to find. I thought the villain of the week was the husked meta they had been talking about previously because he obviously had memories from Flashpoint. #confused

There were previously two unknown husked metas. Obviously the villain of the week was one of them, leaving one more to find.

Maybe it's been answered, but why isn't Snow considered on of the husked metas. She didn't have powers before flashpoint, now she has powers. Seems like someone should have at least mentioned it.

She likely became a meta in the explosion that also gave Barry and Cisco their powers (the change a result of Barrys meddling), it could also have been in the second explosion where Jessie gained her abilities. She just took longer to manifest. The husk metas are people who were metas in Flashpoint but not in the restored timeline (until Alchemy gave them their powers back).
Great spirits have always found violent opposition from mediocrities. The latter cannot understand it when a man does not thoughtlessly submit to hereditary prejudices but honestly and courageously uses his intelligence.

I had that thought too and maybe Alchemy used something on her to make her lose memory of ever visiting him.
