He's a time aberration. When Eddie killed himself at the end of Flash season 1, Eobard was technically never born. But because of a connection to the speed force, he somehow survived. He's basically a paradox, he was never born yet still exists.
Someone ever tries to kill you you try to kill em right back.

This was explained on THE FLASH - that he exists to the point he no longer exists.
