My thoughts are that it's a horrible idea. Not only for the reason already mentioned ( that he's older than Bruce) , but because for Jerome to be anyone other than Joker , at this point, would be a complete waste. And also because the character is nothing like Jason.

The problem I have with Jerome being the Joker is that Batman is the reason for the Joker being who he is. Batman drops the Red Hood into the vat to begin with.

Batman may have dropped Joker into the vat of chemicals, but that doesn't mean Joker couldn't have been a psychopath before those events. Psychopaths are usually born, not made. They were like that way from the start. Batman just sort of triggered what was deep inside of Joker from the beginning . That's how I like to see it , at least. I get that everyone prefers the Killing Joke version of Joker's background ( apparently ) , but even that story isn't 100 percent confirmed, thanks to Joker's " multiple choice " line near the end of that story.
