They do know where they sent him. They sent him to a refuge for intelligent gorillas on Earth Two. Harry told them about it so they sent him there on purpose.

They don't necessarily have to prevent his return, they just need to make sure he doesn't cause an attack that sends the town reeling.

Since the newsline implies that the city survives the gorilla attack it's perhaps not seen as priority. Killer Frost still at large and Iris dying are more personal to them and will be put as priorities.

I think instead of Grodd showing up and catching them by surprise they will go to Earth 2 and preemptively confront him there.
