Gotham has gone too far for anyone else to really be the Joker, Jerome is darn near a cut and paste of Ledger's Joker.
The laugh, mannerisms, even down to the friggin facial scarsand bringing in the flunkie from The Dark Knight.

They could all be red herrings to throw us for a major loop at the big reveal. Nevertheless, it would be hard to top Jerome as the Joker at this point. He's set the bar mighty high.
They were pretty rough, but they had something.

I think, after the cult plot, it is pretty clear that Jerome IS The Joker in this show/universe and I am actually fine with this. Also no way gotham forget this after the BOMB attack and total blackout-hysteria events.
