No, they just had no interesting story line for her so they made it this way, because otherwise she would have been just another team member. Every other team member has a purpose
Diggle: the straight black driver
Curtis: the black gay geek
Felicity: the white, hypocrite geek
Wild dog: reckless brat with no sense of danger
Ragman: the cool OP dude who's looking for a spinoff show.
Artemis: ??? just another archer, because we didn't have more of those (Green Arrow, Speedy, Malcom, Prometheus).

The real question is what did Evelyn see in Laurel? Did she get her confused with Sara? She must have noticed Laurel contributed the least. You'd think she'd idolise Oliver, Diggle or Thea over her.
